Section 1: Action Plan 2008 – What is it?


1. The only place left for the everyday citizen to have an impact is at the local level in the precinct system.

2. The first step is for this “Action Plan 2008” to educate people about the precinct system, and explain to them how to participate in it. This is about a ten minute lesson – and can be spread to several hundred thousand people quickly -- thanks primarily, but not exclusively, to the internet.

3. The Network America website is in the process of implementing the programming so that any voter in the USA can come into the website at any time and sign up to participate in his or her state, county, and precinct. They can then tell their friends and allies anywhere in the nation how to also add their influence to this action movement. This system is to be open to the public -- so that citizens can contact other participating citizens without having to go through any central clearinghouse.



Section 2: How the Logistics, or Nuts and Bolts, actually work

4. There are 50 states in the USA, and a little over 3100 counties in those 50 states. (For instance 88 counties in Ohio, and so on.)

5. Those 3100 counties are divided into a something over 300,000 neighborhood precincts. So, ideally, we need 300,000 people who will put conscience before party to run for precinct executive in each of the major parties (Democrat and Republican, which two parties control every county, as far as we know, and therefore how the votes are counted in each county; third party supporters see below).

6. A precinct is usually five to ten streets around your house. Everyone in your precinct votes at the same polling place (or neighborhood precinct) that you do.

7. The voters in your precinct have a chance to elect or choose a PRECINCT EXECUTIVE in the spring of even numbered years (i.e., 2006, 2008) for each party that has automatic ballot status in your state. In most states, the only two parties which have automatic ballot status are the Republican and Democratic parties.

8. The precinct executives elected at the primary election meet together about one month later, with all the other elected precinct executives in their own party -- in your county, – and elect the leaders of their local party. This meeting is called the county organizational meeting.

10. Then, for the next two years, the head of the local party and his team have three key powers:
a) to endorse candidates for his party for all local offices and for Congressman in your area;
b) along with the other major party in your local county -- to determine how the votes are counted in your county on election day;
c) to meet in your state capital with all the other county heads for his party and elect the state chairman for his party, and then all the state party leaders meet and determine the head of their national party, and the national party leaders set the rules for the Presidential primaries in that party.

SECTION 3: We Must Get on the Playing Field of the Precinct System – So We Can Achieve Our Legal, Legislative and Judicial Goals

12. Important concept: The activists who are working for a better country are not even on the playing field. They do not know about the precinct election in the spring of even years. They do not run for precinct executive in their neighborhood precinct (even though it’s very easy to do so). They do not know about, or attend, the county precinct meeting in their own county which takes place near the month of June in even numbered years, such as 2008, and which elects the party leaders.

13. Another important concept: “We’ve been at a football game. Those we have been trusting in for leadership – have convinced us that we can be effective without going onto the playing field. The other side is out on the playing field scoring touch down after touch down. Our unworthy or clueless leaders have told us to stay in the locker room watching the game on a monitor. They have encouraged us to yell at the monitor, ‘Please, quit scoring touchdowns for your side, score some for our side!’ They have encouraged us to write a letter to those on the field. Visit them in their offices after the game. While the other team may pretend to take us seriously at times, every game they keep going out onto the field and scoring a lot of touchdowns for their side, and, of course, they never score any meaningful touchdowns for our side. Now, we have to finally get out on the field – which is the precinct system. We may get beat up at first, BUT AT LEAST WE WILL BE ON THE FIELD and have a CHANCE to score touchdowns.”

We might find that we can become stronger than the other team much faster than we think.



Section 4: How the Individual Fits into the Precinct Strategy

14. Since about one third of the precinct positions are vacant at any given time, one can win in those vacant precincts by getting on the ballot (usually requiring about 5 signatures from your neighbors to qualify) and voting for yourself at the primary. In the contested races, you can often win with just a few votes, since most people don’t even know this precinct race is on the ballot.

15. 45 days or so before the primary election day in even years (usually between Jan 1 and Feb 20), a person who wants to run in his or her precinct calls their board of elections, finds out what precinct they are in (boundary lines sometimes change), and gets a petition to run for precinct executive.

16. Then, the precinct candidate gets about five signatures of eligible signers on that petition, and turns it into the board of elections by the deadline. Rules vary by state, and the county Board of Elections has those rules, has a list of all the eligible voters in your neighborhood precinct, and all the people eligible to sign a Democratic petition or Republican petition for precinct executive. The Board of Elections people are almost always more than helpful – the women at the desk at the Board of Elections are NEVER the problem in my experience.

17. On election day, if you wish, you (or someone on your team) can stand and greet every person going into your neighborhood polling place (precinct) to vote. This is the only election in the USA where this is possible.

18. About a month after the primaries, all the elected precinct executives who have the energy to show up (and a lot don't), meet at the local VFW or the local high school, or the local convention center. These precinct executives elect the leadership for their party for the next two years. (Usually the Democratic Party and the Republican Party in your county have a precinct organizational meeting in the same month a few days or weeks apart.)

19. Worth repeating: 300,000 good families can be alerted potentially within six months to a year with the help of the internet, telephones, faxes, and person to person contact. The internet can be used for regular communication, including by 2006 audio and video - - and Podcast broadcasting. Millions of young people and retired citizens could potentially be mobilized in this way – in the form of emails and audio or video newscasts – in which they would be the peaceful participants – real players – in determining the future course of our nation. “It’s 1776 all over again – but this time – you are there.” The precinct strategy is a peaceful strategy working through long established, but little known, legal and constitutional avenues which are open to everyone..


 

Section 5: Some Essential Concepts and Practical Observations


20. Why must we, for now, work in the two major parties? (This strategy is NOT anti-third party, but third party builders must face the music of current realities in order to give their efforts a chance to be effective in the long run.) Every county in the USA is currently controlled, as far as we know, by the Democrats and Republicans. Almost every county in the USA has completely unverifiable and unconstitutional computerized vote counting systems – with the votes counted in secret by private mega-companies which have been unconstitutionally delegated the authority to "count" the votes in secret by the two major parties. 21. All third party organizations -- AS WELL AS HONEST REPUBLICANS AN DEMOCRATS WHO BECOME TOO TROUBLESOME for the current Ruling Elite coalitions -- are checkmated for the next thousand years until an honest vote count is restored, where ballots are kept in public view in each neighborhood precinct, and then those ballots are counted by hand in public view by all factions within that neighborhood precinct at closing time on election day. (For the record, I have enthusiastically supported third party efforts since 1992, and will continue to support third party candidates at election time in all probability, even though I know they have no chance to win if the private companies who are counting the votes in secret want to block such candidates, even if they win, by computer votefraud. Third parties are already in a state of total demoralization due to crushing defeat after crushing defeat at the polls. Without restoring honest elections so that they get an honest count when they do win, then the third parties are checkmated for the next 1000 years. Period.)

22. Voting is now completely controlled (riggable) – only a few small counties in a few small states count the votes honestly and in the open. THE COUNTY LEADERS of the major parties determine how the vote is counted. (Read that as many times as you need to so that it sinks in; sorry to be a tad insulting – but if you don’t grasp that, you will not see the need for this precinct program, and the futility of all other strategies without the precinct strategy to change the leadership in the major parties. Note: I am insisting on this because I want to see all the good programs succeed, which they cannot without the precinct strategy and restoring an honest vote count.

24. Recall here how the Big Media focuses the public on the two candidates running for office, but never on where the favored endorsed candidates came from, i.e., the precinct system which elects the county party leaders. We will tell the people how the whole system works.

20. HOW DO WE GET A CREDIBLE LEADER TO REACH AND MOVE THE MASSES? THE REASONABLE ACCESS LAW.

21. As these steps are in progress, candidates in various cities would air radio ads to the public through major talk shows on major AM stations. We have done this since the 1980s in one major Midwest area, but this is a little known law which very effectively protects a federal candidate’s freedom to communicate with the voters via FCC (Federal Communications Commission) licensed radio and TV stations. VI: WHAT COULD HAPPEN IN THE NEXT 2 to 6 YEARS

(So, here’s the ideal of what COULD happen, and which has NO CHANCE OF HAPPENING IN THE NATURAL ORDER without the precinct strategy.)

22. All the people who think they can make a difference by writing a letter, going to D.C. to march, or passing out literature for their Democratic or Republican candidates, or working for their third parties – are educated to add to their activities, as an absolute priority, to run for precinct executive and try to win in one of the parties that control their county. This would take as little as 2 to 4 hours per year, and as much as 40 hours per year (if one wanted to really organize and stand at the polls -- or have someone stand at the polls for him or her -- on primary election day.)

23. In most states, the only recognized parties are Republicans or Democrats. As far as I know, every county in the USA is run by the Republicans and Democrats. So – that means how our votes are counted, and who is endorsed for public office with a real chance to win – comes almost always from the local heads of the Democratic and Republican parties (today, with few exceptions, these positions are occupied by opportunists and worse; if the precinct strategy becomes known and implemented, as America gets in worsened straits, and if we can keep the internet free, this may change for the better quickly -- and soon).

24. With the internet, telephone, and person to person contact, we would need to redirect about 300,000 people into the Republican Party, and 300,000 people in the Democratic Party – and redirect their efforts to winning the precinct executive position, attending the local county organizational meeting for their party, and there electing honest, informed party leaders to lead the local parties for the next few years.

This short essay explains how the votes should be counted – and the bottom of the essay shows how relatively INEXPENSIVE it would be to fund an honest citizen count in every neighborhood precinct – immune from centralized computer-rigging.

26. Next, the honest party leaders would unendorsed the incumbents who did not want to work in the right direction, and would endorse candidates who wanted to implement the changes needed in local, state, and national policy.

27. The new breed of party leaders would also have to make it clear to US citizens in their areas that the electronic media was not to be the primary source of information, and that citizens would have to rely on various endorsed internet websites to get true and reliable information, as well as hopefully, endorsed podcast broadcasts. (The current reality where about six major corporations control all the Big Electronic Media with the approval of the FCC -- would have to be dealt with once the Congress was recaptured – which might not be long if the precinct strategy is widely understood and implemented.)


Section 7: Summary and End

28. Summary: How our votes are counted is determined ultimately by the party leaders in each county. – The state and national party leaders who determine the rules for the Presidential primaries are elected by the party country leaders for each party. -- Almost all endorsed candidates for the major parties at the local level, state representative, state senator, and for the US Congress – come from the local party leadership of the major parties. The party endorsed candidates almost always win the primaries – and one of them goes on to become the lawmaker, AND THE LAWMAKERS THEN MAKE THE LAWS. Those who make public policy, determine in large part the destiny of the nation.

29. Through this precinct strategy, the efforts of those promoting all the good issues can be enhanced and – and their objectives can be achieved – we can put America on the course of her true destiny once again. THIS IS THE GOAL – for ourselves, our children and our grandchildren.

30. In this sense, the office of precinct executive -- is The Most Powerful Office in the Land.
